Flagged or banded American Avocets

I am located at Cheyenne Bottoms in Central Kansas and I have been getting reports from birders about avocets being seen with flags on their legs. I have not been able to locate such birds myself so a detail description is not available. However, I am interested in finding our who out there might be marking avocets so that I can learn a little more about the project so that I can pass this information on to interested parties.

If anybody out there knows something about this or has contact information about who I might talk to it would be greatly appreciated.
